RECOMMENDATION of XVII INTERNATIONAL CONFERENCE-SEMINAR ON SOBRIOLOGY, PREVENTIVE MAINTENANCE, SOCIAL PEDAGOGICS AND ALCOLOGY

 

 

 

Representatives of the World temperance movements which have gathered on September 20 – 30, 2008 in Sevastopol at the XVII International conference-seminar from Russia, Belarus, Ukraine, Lithuania, Latvia, Kazakhstan, Kyrgyzstan, Moldova, Germany, Slovakia, Burkina Faso, Angola, Democratic Republic Congo, Cote d’I voi re and Zimbabwe, - have discussed the theme «World temperance movement: the history, the present, the future» also have drawn unfavorable conclusions:

 

 

 1. Conference-seminar considers that the World Temperance movement having rich and eventful more than 150-year-old history, for today, unfortunately, does not meet completely the present requirements. In particular, the organised temperance movement does not exist in more, than in half of countries of the Christian world. The World Youth Temperance Movement has broken up in the end of the XX century. In a number of the countries there are centrifugal forces in national temperance movements being developed. Management of some ministries and departments of some CIS countries, where social movements get new, have not understood the roles and the essentially great value of new democratic forces. And without the public today it is impossible to solve any serious strategic problem. This entirely concerns also national temperance movements.

 

 

 2. Temperance movement is not everywhere fixed by scientific researches and scientific workings out on achievement of general sobriety in this or that country. Not in all countries the scientific platform on people sobering up has laid down in strategy of development of the state and society. Heads of some states of the Christian world look at the temperance movement as at some strange thing, to put it mildly. Some people consider that temperance movement does not solve alcohol and other drug problems. Moreover, a number of heads of areas, republics, edges, districts, cantons and other territorial formations are not engaged in system of sobering up of the people, and on the contrary, increase manufacture and sale of legal drugs (tobacco and alcohol), thereby objectively preparing soil for penetration on the territories of illegal drugs.

 

 

3. Actions of some international organizations, called to conduct the prevention and preventive maintenance of narcotism, are not effective. The positions of ICAA and EMPASA (Euromediterranean Association against substance abuse) have rolled down. Moreover, in the country where the Central office of EMPASA ( ) is located, in any coastal booth it is possible to buy tea with marihuana. Active provocative activity in many countries was developed by Transnational radical party which is till now collective members of the United Nations as the expert on the problems of narcotism. But this party stands up for legalization of drugs in the world and expansion of an alcohol and tobacco counter.

 

 

 4. Despite persevering and numerous invitations of Organizing committee of our conference-seminar to Regional Representation in and of the Department on Drugs and Criminality of the United Nations (Head Alexander Schmidt) anybody from this representation has not wanted to accept participation in work of the XVII International conference-seminar in Sevastopol . And the theme which was discussed at our conference, first of all concerns also various divisions of the United Nations. And this theme is one of leading topics in various structures of this authoritative international organization.

 

 

 5. Something happens during last years with the international large and average business. All know that World temoerance movement pours water on millstones of large and average business. Any businessman would like to have in the staff sober clever employees, sober thinking workers. But for some reason the basic part of the world business is till now out of World temperance movement.

 

 

 6. The world culture, cinema even more often show us movies filled with the negative phenomena: violence, sadism, prostitution, narcotism, drunkenness. And on whom it depends, assert that similar "art" should reflect the validity of a modern life. Probably, script writers, producers and directors know not so well the deep moods, expectations, acts and behavior of people. In any society, it is possible to find absolutely tremendous positive examples from our modern life. But, probably, it is easier to go down stream, probably it is easier to fulfil custom-made materials, it is more convenient to corrupt, corrupt the people. During the last years there was not created any good movie about active workers of World temperance movements in any country of the world.

 

 

7. Two years ago our conference here, in Sevastopol, and then on has addressed to the all world religions with the offer to found World Interconfessional Council for the  problems of narcotism. But we have not been heard by the majority of religions of the world. So, till now each religion in own way tries to solve drug, alcohol and tobacco problems. There is no coordination of actions. Separation of our actions also is necessary to world drug, alcohol and tobacco business. And religious faiths as a swan, the cancer and a pike drag a problem blanket everyone in the party.

 

 

8. In the different countries of the world, the new preventive and precautionary science – Sobriology develops already more than for 20 years and also last years actively – a science about ways of sobering up of the person and society. But for some reason neither the Russian Academy of Sciences, nor the Ukrainian Academy of sciences, the Belarus Academy of sciences, leading academic institutes of the world have not paid serious and steadfast attention to support of development of a new science. And only enthusiasts and public workers are engaged in it today. However we are assured that time has come already to pay special attention to Sobriology, both to known fundamental scientific researchers, and modern applied science.

 

 

9. In the temperance movements there is an activity wide field of influence on various levels of the parliaments of the countries of the world. Unfortunately, our scientists and experts have not enough today boldness to put forward nondrinkers in various legislative formations. Certainly, we have some successes in this area, but they are individual. Followed reconsider our modest approaches to promotion of candidates of different levels and safely to go to the power.

 

 

10. Work with various party formations is insufficient. We poorly contact to leaders of parties at level of steering committees and councils, not enough we influence and at the local level. Absolutely there is no lobbying of those or other questions on sobering up of the people by means of influence on these processes through party systems and their mass media.

 

 

As a result of an exchange of opinions at XVII International conference, participants of the meeting have come to following recommendations:

 

 

- it is necessary to change radically the relation of the divisions and the United Nations structures, prosecuting preventive maintenance of narcotism and drug trafficking on our planet, to the World Temperance movement. And World Temperance movement should be more courageous to go on business and scientific contact to the United Nations organisations in the work of sobering up of nations of the world;

 

 

 - the state structures of the countries of the world should change essentially approaches to the solving of an alcohol and drug problem: from struggle against drunkenness, narcotism and alcoholism to pass to system scientific formation of the healthy, sober person – to the max imum sobering up of the modern world;

 

 

 - the special attention to all world both national communities and systems should be turned and  youth temperance movement should be wide supported. Under the aegis of the United Nations a special Committee on support World youth трезвеннического movements should be founded;

 

 

 - to address to UNESCO leaders, to open in one of the world countries the International university on Sobriology. Such countries, in our opinion, can be: , , , , and other states;

 

 

 - in many countries of the world it is necessary to reconsider radically local antialcoholic, the antitobacco and antinarcotic legislation, having aimed it at system formation of new sober generation, on formation at youth of steady immunity to all bad and negative, on creation of legal conditions to total sobering up of the people;

 

 

 - the special attention to the international and national organizations, prosecuting preventive maintenance subjects narcotism, and also to the state and interstate formations, followed turn on activity of some organizations which are standing up for expansion of an alcohol, tobacco counter and legalization of illegal drugs. Scientific pressure - both at United Nations level, and at local state level should be rejected of such structures;

 

 

 - it is necessary to reconsider our mutual relations with large and average business, with a management of corporations, holdings, the companies, various associations, the enterprises and factories in the field of cooperation with them in work of consecutive sobering up of their employees. Only the sober businessman, the citizen of whatever country it is, can become today competitive and prospering;

 

 

- the special sphere of action for the World temperance movements are today cinema, TV, Internet, literature and art. It is necessary for art workers, sponsors, producers, web-designers, writers, cinematographers, journalists to look more steadfastly at results of the work, and not from a position of only today's economic gain. The main thing that it should be not a shame tomorrow for today;

 

 

 - we intend to ask the World Council of churches, Interreligious council of Russia and Interreligious council of the CIS, the World centers of the Buddhism, the International union of Hinduism, Islam associations, the Union of Churches of Evangelical Christians-baptists, and other world religious centers and the unions for assistance to the World Temperance movement, especially its youth wing.

On September, 21, 2003 the Constituent Assembly of the International Academy of Sobriety created under the initiative of known scientists of different countries and at support of corresponding structures of the United Nations, WHO, UNESCO and other international organizations has taken place in Sevastopol (Crimea, Ukraine). Idea on creation of Academy was supported by: Crown Prince of Saudi Arabia Abdala Ibn Abdel Aziz, Queen of Spain Sofia, King of Cambodia Norodom Sihanouk, the Prime Minister of Australia John Winston Howard, Prime-Minister of the Netherlands Balkenende, Prince of Liechtenstein Hans Adam II, Prince of the Welsh Charles, the President of Taiwan Chen Shuibyan, the Ministries for Foreign Affairs of Costa Rica, Zimbabwe, China, Ecuador and other states. The central office of Academy it is decided further to place in Moscow. In the various countries and regions branches, representations and scientific centres of the Academy will be opened.
